พระตำหนักดาราภิรมย์ในพระราชชายาเจ้าดารารัศมีเป็นมรดกล้ำค่าของแผ่นดิน ที่จุฬาลงกรณ์มหาวิทยาลัยได้รับเกียรติเป็นผู้สืบทอดและพิทักษ์รักษา ด้วยตระหนักในภาระหน้าที่อันยิ่งใหญ่นี้เอง จุฬาลงกรณ์มหาวิทยาลัยจึงเห็นสมควรที่จะต้องบูรณะพระตำหนักดาราภิรมย์ให้อยู่ในสภาพที่สมบูรณ์งดงามใกล้เคียงกับสภาพเดิมเมื่อกาลก่อน เพื่อจัดตั้งเป็นพิพิธภัณฑ์ โดยมีวัตถุประสงค์ที่จะเชื่อมโยงเรื่องราวต่างๆระหว่างบรรพชนในอดีต กับอนุชนรุ่นหลังเพื่อให้ได้ทราบถึงพระปรีชาสามารถ และพระกรุณาธิคุณของพระราชชาบาเจ้าดารารัศมี ขัตติยนาผู้ทรงอุทิศพระองค์ตลอดพระชนม์ชีพ เพื่อความวัฒนาสถาพรแห่งดินแดนล้านนา นอกจากนี้พระตำหนักดาราภิรมย์ยังเป็นพระตำหนักที่ประทับสุดท้ายที่พระราชชายาเจ้าดารารัศมีทรงรักและผูกพันอย่างยิ่ง
จุฬาลงกรณ์มหาวิทยาลัยเห็นว่า พระตำหนักดาราภิรมย์อยู่ในสภาพทรุดโทรม แต่สภาพอาคารยังมีความมั่นคงแข็งแรง มีรูปแบบอาคารที่ชัดเจน อาจใช้เป็นกรณีศึกษา อาคารที่ได้รับอิทธิพลสถาปัตยกรรมตะวันตกในประเทศไทย การบูรณะใช้แนวทางอนุรักษ์และเตรียมการจัดตั้งพิพิธภัณฑ์อย่างต่อเนื่อง ตั้งแต่เดือนตุลาคม พ.ศ. 2541 ด้วยการรักษาส่วนประกอบของอาคารและรวบรวมสิ่งของเครื่องใช้อันเกี่ยวเนื่องกับพระราชชายาฯ เพื่อจัดตั้งแสดงและตกแต่งห้องต่างๆให้อยู่ในสภาพใกล้เคียงกับอดีตมากที่สุด จุฬาลงกรณ์มหาวิทยาลัยได้รับความร่วมมืออย่างดียิ่งจากกลุ่มเจ้านายฝ่ายเหนือ พ่อค้า และประชาชนชาวเชียงใหม่ ที่ได้ร่วมมือร่วมใจกันบริจาคและเสาหาสิ่งของเครื่องใช้เพื่อจัดตั้งแสดงในพิพิธภัณฑ์

พระประวัติพระราชชายาเจ้าดารารัศมี
เจ้าดารารัศมีประสูติ เมื่อวันอังคารที่ 26 สิงหาคม พ.ศ. 2416 ณ คุ้มหลวงกลางนครเชียงใหม่ เป็นพระธิดาในพระเจ้าอินทวิชยานนท์ เจ้าผู้ครองนครเชียงใหม่ ทรงได้รับการศึกษาจากพระชนก-ชนนี ในเรื่องอักษรไทยเหนือและใต้เช่นเดียวกับกุลบุตรกุลธิดาในสมัยนั้น เมื่อเจ้าดารารัศมีทรงเจริญพระชันษาได้ 13 ปี พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวทรงพระกรุณาโปรดเกล้าฯ ให้พระเจ้าอินทวิชยานนท์จัดพิธีโสกันต์พร้อมกับพระราชทานเครื่องโสกันต์ระดับเจ้าฟ้าให้เจ้าดารารัศมีทรงใช้ในพิธีอีกด้วย เมื่อเจ้าดารารัศมีได้ตามเสด็จพระบิดาซึ่งเสด็จมาร่วมงานพระราชพิธีลงสรงและเฉลิมพระนามสมเด็จพระบรมโอรสาธิราชเจ้าฟ้ามหาวชิรุณหิศ สยามมกุฎราชกุมาร พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวได้โปรดเกล้าฯ ให้เจ้าดารารัศมีถวายตัวเข้ารับราชการฝ่ายในในฐานะเจ้าจอม เมื่อวันที่ 4 กุมภาพันธ์ พ.ศ. 2429 เจ้าดารารัศมีมีพระราชธิดาพระนามว่า พระเจ้าลูกเธอพระองค์เจ้าวิมลนาคนพีสีแต่ทรงเจริญพระชันษาเพียง 3 ปีเศษก็ประชวรสิ้นพระชนม์ เมื่อพระเจ้าอินทวิชยานนท์พระบิดาถึงแก่พิราลัย เจ้าดารารัศมีจึงทรงกราบบังคมทูลพระกรุณาขอพระราชทานพระบรมราชานุญาตเสด็จขึ้นไปเยี่ยมนครเชียงใหม่ เนื่องจากได้เสด็จมาประทับที่กรุงเทพฯ เป็นเวลาถึง 22 ปี พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวได้พระราชทานพระบรมราชานุญาตอีกทั้งยังทรงโปรดเกล้าฯ จัดงานพระราชพิธีสถาปนาพระอิสริยยศเจ้าดารารัศมีจากเจ้าจอมมารดาขึ้นเป็นพระราชชายาเจ้าดารารัศมี แต่หลังจากที่พระราชชายาฯเสด็จกลับเชียงใหม่ได้เพียง 10 เดือนก็ต้องทรงประสบความเศร้าโศกอันยิ่งใหญ่ เนื่องจากพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวเสด็จสวรรคตเมื่อวันที่ 23 ตุลาคม พ.ศ. 2453 เมื่อพระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัวเถลิงถวัลราชสมบัติสืบต่อมาพระราชชายาฯยังคงประทับ ณ พระตำหนักสวนฝรั่งกังไส พระราชวังดุสิต จนกระทั่ง ปี พ.ศ. 2457 จึงได้ขอพระราชทานพระบรมราชานุญาตเสด็จกลับนครเชียงใหม่ พระราชชายาฯทรงดำรงพระชนม์อย่างสงบสุข ณ พระตำหนักดาราภิรมย์อยู่หลายปีจนสิ้นพระชนม์ด้วยโรคปัปผาสะพิการ (โรคปอด) เมื่อวันที่ 9 ธันวาคม พ.ศ. 2476 ณ คุ้มรินแก้ว รวมสิริพระชันษาได้ 60 ปี พระบาทสมเด็จพระปกเกล้าเจ้าอยู่หัวทรงพระกรุณาโปรดเกล้าฯให้จัดงานพระศพเป็นงานพิธีหลวง พระอัฐิส่วนหนึ่งบรรจุไว้ที่พระกู่ วัดสวนดอกจังหวัดเชียงใหม่ ซึ่งสร้างขึ้นด้วยพระองค์เอง อีกส่วนหนึ่งอัญเชิญไปบรรจุไว้ ณ สุสานหลวง วัดราชบพิธสถิตมหาสีมาราม
