ห้วยตึงเฒ่าคืออะไร.......ห้วย คือ ทางน้ำที่ไหลลงมาจากภูเขา คำว่า “ตึง” เป็นภาษาเหนือหมายถึง เป็นชื่อย่อต้นไม้ชนิดหนึ่งที่เรียกว่า “ตองตึง” เฒ่า คือ แก่ มีอายุ มารวมกันเรียกว่า “ห้วยตึงเฒ่า” อันหมายถึง ลำห้วยที่อุดมสมบูรณ์ไปด้วยต้นตองตึง ที่มีลำต้นและใบแก่อยู่มากมาย
ปัจจุบันห้วยตึงเฒ่า เป็นอ่างเก็บน้ำที่มีขนาดใหญ่ และลึกมาก รอบ ๆ ทั่วบริเวณนี้มีต้นไม้นานาชนิด ร่มรื่น และสวยงามมาก มีประชาชนเข้าไปเที่ยวชม และพักผ่อนหย่อนใจเป็นจำนวนมาก อ่างเก็บน้ำห้วยตึงเฒ่า อยู่ในการควบคุมดูแลโดย มณฑลทหารบกที่ 33 ราษฎรในพื้นที่มีอาชีพทำนา ทำสวน ทำไร่ เพราะได้น้ำมาทำการเกษตร นับเป็น พระมหากรุณาธิคุณอย่างหาที่สุดมิได้ ที่พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระราชทานแนวพระราชดำริในการก่อสร้างอ่างเก็บน้ำแห่งนี้ ทำให้ราษฎรมีความเป็นอยู่ที่ดีขึ้น หน่วยทหารและส่วนราชการอื่น ๆ ก็ร่วมกันทำงานสนองพระราชประสงค์อย่างเข้มแข็ง จริงจัง จึงทำให้อ่างเก็บน้ำห้วยตึงเฒ่าได้รับการพัฒนา และปัจจุบันจัดเป็นสถานที่ท่องเที่ยวที่มีความพร้อมทุกอย่าง
ก่อนปี 2523 มีราษฎรจำนวนหนึ่งเข้าไปใช้พื้นที่บริเวณหลัง กองพันสัตว์ต่าง กรมการสัตว์ทหารบก เป็นที่ทำกิน โดยแบ่งออกเป็น 3 หย่อมบ้าน จำนวนประมาณ 65 ครอบครัว โดยราษฎรบางรายทราบว่า เป็นที่ดินของราชการทหาร และบางรายไม่ทราบต่อมา เมื่อ 13 กุมภาพันธ์ พ.ศ.2523 พระบาทสมเด็จพระเจ้าอยู่หัว ฯ เสด็จเยี่ยมศูนย์เกษตรกรรมทหาร จังหวัดทหารบกเชียงใหม่ ที่ หนองฮ่อ ตำบลช้างเผือก อำเภอเมือง จังหวัดเชียงใหม่ ซึ่งมี พลตรีรวมศักดิ์ ไชยโกมินทร์ เป็นผู้บังคับการจังหวัดทหารบกเชียงใหม่ และในการรับเสด็จ ฯของ จังหวัดทหารบกเชียงใหม่ พันโทกนิต วาสิกศิริ ฝ่ายเสนาธิการจังหวัดทหารบกเชียงใหม่ เป็นผู้ถวายการบรรยายสรุปครั้งนั้น ได้ทรงทราบถึงปัญหาการขาดแคลนน้ำที่จะนำมาใช้ในการเกษตร ฯ และราษฎรบริเวณใกล้เคียง จึงทรงมีพระราชดำริ ให้สร้างอ่างเก็บน้ำห้วยตึงเฒ่า โดยทรงกำหนดแนวสันเขื่อนด้วยพระองค์เอง การก่อสร้างอ่างเก็บน้ำ ฯ เริ่มตั้งแต่ปี 2523 เป็นต้นมา แล้วเสร็จเมื่อ มีนาคม 2524 และต่อมามีพระราชดำริให้เคลื่อนย้ายราษฎรที่บุกรุกพื้นที่ทางราชการทหาร บริเวณทิศเหนืออ่างเก็บน้ำ ฯ ให้มาอาศัยในพื้นที่ด้านทิศใต้ของอ่างเก็บน้ำ ฯ โดยกองทัพภาคที่ 3 เป็นหน่วยงานรับผิดชอบ และจังหวัดทหารบกเชียงใหม่เป็นคณะทำงาน ร่วมกับส่วนราชการที่เกี่ยวข้อง โดยจัดตั้งเป็นโครงการจัดหมู่บ้านตัวอย่างห้วยตึงเฒ่า อันเนื่องมาจากพระราชดำริ ตั้งแต่ มิถุนายน 2530 เป็นต้นมา
